New electronic services in the field of employment of foreigners

Employers were allowed to electronically report data on foreign workers. But this does not mean that it is now sufficient to send an ordinary letter by e-mail.

From July 15, 2026, the Ústredie práce, sociální véchí a rodiny launched new electronic services in the field of employment of foreigners.

The news may seem like ordinary digitization. Previously, documents were submitted in person or sent in paper form, but now it is possible to do this via the Internet.

But there are important details here.

The employer, the user’s employer or the host organization must notify the relevant Labor Office of the foreigner’s commencement of employment, termination of employment, non-arrival for work, as well as changes to previously submitted data.

This concerns both employees from the European Union and the European Economic Area, as well as citizens of third countries.

We are talking about foreign workers who are employed on different grounds. For example, on the basis of an information card, confirmation of the possibility of occupying a vacant workplace, confirmation of highly qualified work, a Blue Card or a work permit.

Now some of these notifications can be sent through new forms on the Slovensko.sk portal.

In particular, it is possible to send a notification to the employer electronically, inform about changes in data in the information card, and also notify about changes that do not affect the fulfillment of the conditions of the issued confirmation or work permit.

But here is a moment that many may miss.

The electronic form must be signed with a qualified electronic signature.

That is, it is not enough to download the form, fill it out, attach it to a regular email and consider the obligation fulfilled.

It is also not enough to write in the free form: soobshchaem, что такой то сотрудник начал работу.

It is necessary to use the provided electronic service and correctly sign the shipment.

For small companies, this can be a separate problem.

The director may have a Slovak residence permit and an activated card, but the electronic signature is not configured. The card reader may be missing. The BOK code may be blocked. Certificates may expire. Or access to the electronic mailbox is only available to the accountant, who is not engaged in the employment of foreigners at all.

As a result, the employer is confident that he can send everything electronically, but technically he is not ready for this.

There is another mistake.

Companies sometimes think that if the information has already been transferred to the Social Insurance or Medical Insurance Company, then the Úrad práce will automatically see all the necessary data.

But the registration of an employee in Sociálna poisťovňa and the fulfillment of an information obligation before the Úrad práce are different procedures.

One does not always replace the other.

The same applies to the foreign police. The fact that a foreigner has a residence permit card does not release the employer from his own responsibilities.

In simple words, the state is gradually connecting migration, labor and electronic systems. For a conscientious employer, this should simplify the process. But at the same time, mistakes will become more noticeable.

If in one system it is indicated that the person is working, in the second there is no notification of the start of work, and in the third the second position is indicated, this may cause additional questions.

Therefore, it is now important for employers to check who exactly in the company is responsible for foreign workers.

Not formally, but in practice.

Who controls the deadlines? Who sends notifications? Who has an electronic signature? Who keeps the shipping confirmation? Who informs the responsible person if the employee did not go to work or ended the employment relationship?

The problem usually does not arise because the company specifically wants to break the law. It arises because everyone thought that the document was sent by someone else.

New electronic services can really make work easier. But only when the company understands what form to use, where it will be sent and how to sign it correctly.
